It's been a busy time since I took over as leader of the Ipswich Conservative group and we have worked hard both in the community in all the wards, as well as holding the Labour administration to account.
Not that some members of the labour group seem to understand that part of my job is to hold them to account including calling in some of their decisions for overview and scrutiny to look at in more detail. I have also asked some pertinent questions at executive and for the most part have been happy to agree. When I do not, it is from a totally authentic and genuine place and it will remain that way.
The latest call in regarding the buying of the old arts building in Argyle street and leasing it to the Bangladeshi support centre, proves this point.
This had nothing to do with the group, who I happen to think do a sterling job - as I said at the O and S call in, this could've been the Salvation Army, WI, of any other group and I still would've called it in. I held the communities portfolio for many years and always believed we should treat all groups fairly and prioritise grants based on the value and benefit to Ipswich residents. A competitive process should have taken place and I still believe this on this particular opportunity.

The outcome was always going to be rejection as, apart from the chair (who didn't vote), there is only one conservative councillor on the whole committee. We knew that this would not be heard in full council but I did hope that the whole process would be scrutinised in the future and even some of the labour councillors welcomed that and agreed that it should be. Job done.
On another note, the SW area committee had it's regular meeting last night where Councillor Gardiner stepped down as chair. I asked for my thanks to be recorded, as he has been an excellent chair, always fair to me, the only conservative from 12 in the whole of SW and worked hard behind the scenes. Councillor Chisholm has a hard act to follow but he will get my full support.
There were a couple of awkward moments in his chairmanship last night but as a newby, he did alright and will soon get to grips with help from Councillor Gardiner. We agreed some monies for local charities and residents, which will make a difference. And that's what its all about. However I will have a moan about how Suffolk issues keep being brought to the meeting in a political ad hoc way, but I do not think the residents are fooled by it being anything else. I will let SCC stick up for itself with regard to any of the consultations they are carrying out. I have plenty to do!
The Tory group remain united, focused and hard working on the doorstep. Ben Gummer has been out most weekends with us and we are delivering, chatting, surveying and generally listening to residents.
Ben continues to host house meetings, public meetings and Ben in the Pub nights. He is a fantastic MP and I am only too happy to be by his side and walking down the street. In fact Pride is the word that comes to mind.
There are a few contentious issues coming up including the planning of building nearly a hundred council houses on the Ravenswood estate. Ben is holding a meeting about this, at the weekend where residents will be able to ask some questions. This is not my ward but I am keeping a close eye. Soon the Northern Fringe will come to planning and our group is united on this front - the masterplan is incomplete and below standard. Much more needs to be done.
There's also much to look forward to - Parade of the reservists on Sunday, and procession at the Cornhill Monday evening, Maritime weekend and the start of the new football season (hooray!).
My new season ticket has arrived safely into my hands and I am looking forward to a winning year. I will remain an optimist as I know Premiership is not going to be too many years away, hopefully 2015 along with a resounding win at the General Election.

Thorington Wind Turbine Latest and What we Must Do
The SW area committee met last night and top of the agenda was the Thorington Wind Farm debate and presentations from both Peter Evans, a founder of Stop Ipswich Turbines, and the developers PfR.

Peter Evans, the Co-Chairman of Action Group SIT, told the meeting of the damage wind turbines would do to the lives of those living within the affected area, which SIT estimates is up to 2km. He pointed out that many countries do not allow these turbines to be built within 2km of people’s homes, even in Scotland this is an advisory limit. He raised the spectre of “flicker” which has risks for those who suffer from epilepsy, migraines and even for the general public. And he explained why the noise issue was not one that should be ignored, detailing how the turbines will be more disturbing than the A14.
Susanna Miller, spokeswoman for PfR, responded, explaining to the meeting that PfR were developing their plans for a maximum of two wind turbines for the site. The design was being finalised and PfR hope to hold further consultation events before making an application to Babergh District Council. She told the meeting that the worst consequences of flicker can be mitigated during the design process and that the turbines could well be much quieter than residents expect during normal operation.
The exact location of the turbines within the site has not yet been determined, but PfR committed to informing those residents who were likely to be directly affected by the issue of flicker once they have determined which properties these will be, and advising which mitigating factors are likely to be introduced for them. PfR expect a planning application to be submitted to Babergh DC in the Spring of 2013, and an Environmental Impact Assessment will be published at the same time.
I also challenged PfR regarding the fact they stated that 'New turbines' do not make much noise, because if that's the case then are the wind turbines at Kessingland different from the ones they are planning for this site? When asked, the room filled with gasp noises when they confirmed that they did not need to submit the details of the turbines in their planning application to Babergh, just some general information that gives a good brief on maximum and minimum criteria. They also said that Kessingland had a unique problem with noise (sorry didn't they deny there was any noise here? Or have I remembered it wrong?) and that 'noise' was a 'complicated' subject. Not sure I understood why it should be so and how they would learn lessons in order for it not to happen here.
Oh, and apparently the Scottish windfarm blew up when it was very windy!!! That's a bit like saying 'it's Ok, my car blew up because I put too much petrol in it'!
Although i have established that lease will not be signed with PfR until the plans are passed, what IBC has signed is the option to do so within the next 3 years.
IBC as an authority is also not allowed to be seen to go against the proposals in a public way so that leaves us councillors to try to do something.
What we CAN do;
What the Labour administration could do is ask for an expert barrister's advice on exactly how much we would have to pay out in compensation, if we withdrew the options agreement. Perhaps 5 figures is worth paying the price, as we could find ourselves way down the line paying out more in compensation for negative affects to health etc. I think the Labour administration should look into this straight away and I hereby call on them to do so. I will also ask for this by way of e-mail to the leader of the council David Ellesmere.
Secondly we must now get going in readiness for Babergh planning committee. We need proper recorded measurement of the issues in Kessingland to take as proof and shore up the case for Babergh councillors to refuse PfR planning application.
We must go forward with solutions now, not look at how we came to this point, for it's fair to say that most of the people who were FOR windfarms in principal, are starting to feel a little duped and are finding the information and experiences of the Kessingland residents a real eye opener.
So everyone who will be affected by this must start building up petitions, momentum, facts, figures for the Babergh planning application
because leaving all that just to the developers is like trusting a spin doctor to give all sides of a story.

Area Committee Meetings - Labour opportunity for self promotion.
Well, that's done it now for me.
I like to give everyone the benefit of the doubt and I like to play fair in politics. Those who know me well, know that I care about the community and put them first above any political fights with the opposition.
I work collaboratively and play nicely with Labour councillors especially those that I think have the same mindset as me, but it is becoming more and more difficult to stay out of any virtual spats when I see literature from Ipswich Labour taking the praise for things we Ipswich Tories either did or instigated when we were in administration.
I like to show fellow councillors of all persuasions that they can trust me to work collaboratively with them and some have returned that respect to me and still do.
And so we come to the Area Committees which took over from Area Forums. Area forums were non political and were meetings where the community could come together to talk to their councillors, police and other public servants. We sat with them, not opposite them and joined in without making any political statements.Now however, we are lined up like some sort of political wall with issues that are important but delivered in a stuffy, informal gathering which has seen numbers drop at most areas of the town.
At the last meeting (which is chaired by a labour councillor for Suffolk County Council and Gipping Ward) we discussed the bridge that runs over Stoke Park Road near the entrance of Bourne Park and needs demolishing. We agreed that we would consult all the residents and ask them if they preferred this to doing a repair job on a regular basis. I agreed that this was a must.
I would like to say here that the chair, Cllr Peter Gardiner, is an excellent chairman and very fair in all the proceedings including allowing me plenty or opportunity to speak and have my say. I have absolutely no issue with this part of the process.
But hey, lo and behold a leaflet goes out with it's usual grainy appearance (in order for them to look as if funds are low in their campaign pot) along the lines of 'Labour want to know what you think'.
So, now I know. Any consultations are not going to go out under the name of Ipswich Borough Council, nor is it going to go out under SW Area Committee.
No, they are going to use the committee meetings to ensure their propaganda is stepped up over the coming months in time for County elections and Cllr Ellesmere's political dreams of becoming Ipswich's MP. (He has loooooong way to go to match up to the fantastic Ben Gummer who does put Ipswich first and has achieved great things already).
I did guess they would use these meetings in such a way, as did all my colleagues, but I wanted to see it for myself before I decided that this was the case.
So there you have it. The Area Committees took over area forums, not because it would be a better platform for residents to voice their concerns or spend some money locally, but to bump up the chances of winning more votes in the area.
They are trying to ignore me as their Tory colleague but anyone who knows me will also confirm that I never allow myself to be ignored, ever.
My hopes for the success of the Area committees has now changed for ever.
